General Purpose
Perform a variety of management, supervisory and complex clerical duties as needed to oversee day-to-day operations of the county elections office. Monitor ongoing activities to assure efficiency and effectiveness in the conducting of local, state and national elections in compliance with Federal and State laws and regulations.

Work under the general guidance and direction of the Election Supervisor.
Supervision Exercised
Provide close to general supervision to Election Clerks, Election Board members and temporary staff.
Essential Functions
Assist in managing and directing all activities related to the election process as directed including but not limited to: precinct organization, division and realignment; establish polling places which meet accessibility standards and other requirements; appoint election board members to officiate at each precinct; voter registration and maintenance of voter registration files; receiving, processing and recording of declarations of party affiliation for primary elections where applicable; monitor compliance with candidate filing and reporting requirements; prepare annual calendar to comply with consolidated elections requirements; identify and coordinate election processes with various political subdivision and taxing district officials; prepare and publish sample ballot; proof and assemble ballots; prepare and publish legal notices and other related publications as required by law; prepare and maintain voting machines; absentee balloting; receiving, verification and certification of petitions; process and tabulate ballots; and certify and publish election results.
Assist with recruitment, interviews and selection of Election Office personnel; provide initial orientation and training for new employees; schedule and make work assignments; and monitor work performance. Assist in recruiting, selection and training of Election Board members. Attend various meetings and training programs to keep current on changes in election laws, regulations, processes, and practices. Assist in establishing and maintaining general operating policies and procedures and providing periodic and on-going training for Election Office staff and Election Board members to ensure compliance with current laws and regulations pertaining to election processes and activities.
Provide necessary forms and information to candidates regarding filing and financial reporting requirements; assist in monitoring compliance with financial reporting requirements; and notifies candidates of compliance issues.
Provide information to political party officials regarding requirements for submission requests for poll challengers and watchers as defined by Idaho code.
Receive and respond to requests for information from the public, candidates and other interested parties as directed regarding election laws, rules, regulations and processes; voter registration requirements; voting processes and procedures; political subdivision boundaries; polling places, etc. Assist the public with voter registration or changes in registration and in determining assigned polling place. Assist in identifying and resolving of violations of election laws and regulations. Update changes in county information on the state addressing system.
Monitor changes in voting records and political subdivision boundaries affected by changes in property boundaries, annexations, redistricting or reapportionment, precinct and city boundary changes, school district changes and changes in tax codes; coordinate with GIS staff to update maps and related records.
Perform general administrative functions of the election office as assigned; assist in the development and implementation of general operating policies and procedures; assist in developing and maintaining appropriate record management systems; monitor records for accuracy and completeness; prepare and submit various correspondence, documents, reports and presentations as directed; maintain office bookkeeping and accounting records; monitor and order supplies as needed; prepare and process billings for services and collections on various charges; assist with development of annual budget request;.
Ability to maintain regular, reliable patterns in work product and attendance according to Bonneville County's expectations.
Perform other job-related duties as assigned or required.
Minimum Qualifications
1. Education and Experience:
A. Graduation from high school or equivalent plus; one (1) year of specialized training provided through professionally sponsored workshops, seminars or college courses
AND
B. Two (2) years of experience within the Office of the County Clerk/Auditor/Recorder; One (1) year of which must have been within the elections division
OR
C. An equivalent combination of education and experience
2. Required Knowledge, Skills, and Abilities:
Considerable knowledge of state and federal election laws, regulations and procedures; BONNEVILLE County election procedures, processes and political subdivisions (districts, precinct); election equipment and contemporary office machines such as computer terminals etc.; election filing systems; basic office and personnel management techniques; interpersonal communication skills and public relations; ballot organization and development; contemporary filing and office systems. Working knowledge of principles of supervision and employee motivation practices; interpersonal communications and public relations; legal terms and definitions; problem solving; planning and goal setting techniques.
Ability to perform basic mathematical computations; operate a variety of types of standard to complex office equipment; perform under time pressures in meeting work obligations and deadlines; perform word processing and data entry functions with a high degree of accuracy; communicate effectively, verbally and in writing; develop and maintain effective working relationships with co-workers, state and local elected and appointed officials, news media representatives, candidates, political party officials and representatives from other political action groups.

4. Work Environment:
The incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, not generally involving muscular exertion, such as walking, standing, stooping, sitting, reaching, talking, hearing and seeing. Rapid work speed required to perform keyboard operations. Common eye, hand, finger, leg and foot dexterity required. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking; guided and creative problem solving. Occasional travel required while performing job duties. The ideal candidate must be able to complete all physical requirements of the job with or without a reasonable accommodation.
Work requires the ability to lift/carry objects weighing up to 40 pounds routinely.
