You will serve as a Deputy Director of International Affairs and Foreign Policy and be responsible for advising, coordinating, and overseeing political-military issues, as well as policies and strategies impacting U.S. Coast Guard (USCG), Department of Homeland Security (DHS), and other U.S. Government (USG) agency international strategic objectives. The incumbent coordinates policies and strategies for USCG participation in DHS, Department of State (DoS), Department of Defense (DoD), and other USG agency international capacity-building activities to include but not limited to non-proliferation, counter-narcotics, anti-terrorism, and security cooperation. The incumbent oversees the USCG foreign visits and passport/visa programs.

• Providing program direction related to the study, review and adjustment of the strategies, concepts, programs and budgets required to support USCG international security policy, plans, and efforts.
• Initiating independent analyses of highly complex international policy, strategy, concept plans and program issues related to partner nation maritime force posture alternatives that impact on the international maritime environment and security cooperation/assistance programs.
• Supervising civilian, military employees, and contractor employees located in 12 locations worldwide, including daily administrative and technical supervision of staff and the administrative and human resource management functions relative to the staff supervised.
• Responsibility for preparation of communications for the CG-DCO-I office, USCG and DHS senior leadership, and external stakeholder leadership (DoD, DoS, National Security Staff, and other USG agencies) both orally and in writing, to a wide variety of audiences on complex issues, both nationally and internationally, in and outside of government.
• Facilitating the development of testimony or other presentations to the Congress; accurately representing USCG positions during contacts with other US Government (USG) agency staff; monitors Congressional action on USCG authorizations with international implications; developing and coordinating policy positions to appeal Congressional actions.

As a condition of employment for accepting this position, you will be serving in a position in Schedule Policy/Career of the Excepted service. Your employment in this position will be at-will. Merit Systems Protection Board (MSPB) appeals of adverse actions concerning performance, discipline, and other matters arising under chapters 23, 43, and 75 of title 5, United States Code will not be available to an individual serving in this position. Qualifications

Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

1. Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

   OR

2. Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.

   OR

3. Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

Evaluation of Experience

Qualifying work experience may have been gained through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries.

For this position, experience must have included either (a) responsibility for the direction and coordination of research, analysis, or other professional work in one or more of the fields listed in A above, or (b) specialized professional work of a high level of difficulty and responsibility in one or more of these fields. This high level experience must have been in such specialized activities as (1) formulation of instructions and policy guidance for United States representatives in international organizations; (2) transport and communication involving knowledge of economic, political, and technical aspects of international aviation, shipping, inland transport, or radio, telephone, and telegraph, etc.; (3) cultural affairs involving formulation and operation of policy on large-scale international cultural exchange programs; (4) occupied area affairs involving problems of occupation of conquered or liberated countries, regions, or zones; or (5) other specialized international affairs such as analyzing public opinion and attitudes, evaluating specific conditions, trends, or forces in a foreign country, formulating policy on problems of petroleum resources or fisheries, etc., representing foreign interests, protecting American property or interests, arranging for conferences, or similar activities.

AND

To qualify at the GS-15 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-14 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.

• Supervisory Responsibilities - supervising a group of civilian, military, and contractor employees and providing administrative and technical supervision necessary for accomplishing the work of the unit.
• Maritime Law Enforcement - Experience in maritime law enforcement and security, directing efforts of team to identify priorities for application of resources for enhancement of international maritime security environment and accomplishment of homeland and national strategic objectives.
• Policy Presentation - Developing policy positions to appeal Congressional actions; keeping informed of actions, trends, and current information from military, diplomatic, and other sources.
