Description

The Election Manager is a key member of the Operations Department responsible for managing assigned election operations and maintaining year-round election readiness. Primary responsibilities include management of the election worker program; supervision of seasonal staff; election worker recruitment, training, scheduling and retention; administration of the election worker online portal; Early Voting and Election Day staffing; polling location readiness; and continuous improvement of assigned election processes.

The Election Manager works closely with the Director of Operations and other departments while maintaining ownership and accountability for assigned programs. The position must anticipate operational needs, identify problems, develop practical solutions, and effectively manage multiple priorities and immovable election deadlines.

Examples of Duties

Election Functions

  • Work with the Director of Operations to plan, coordinate, and execute assigned operational components of Early Voting, Election Day, and other election activities.
  • Develop and maintain operational timelines, calendars, checklists, assignments, procedures, and deadlines.
  • Monitor election preparations and proactively identify staffing, training, polling location, and operational concerns.
  • Develop contingency plans for staffing shortages, polling location changes, and other assigned operational challenges.
  • Coordinate assigned election night, audit, recount, post-election, and special election activities.
  • Develop and maintain Standard Operating Procedures and documentation for assigned election operations.
  • Coordinate with Logistics, Information Technology, Voter Services, Human Resources, and other departments as necessary to ensure operational readiness.

Election Worker and Seasonal Staff Management

  • Manage the election worker program from recruitment through post-election evaluation, including onboarding, scheduling, assignments, communication, performance tracking, payroll coordination, and retention.
  • Recruit, supervise, schedule, train, coach, and evaluate seasonal support staff assigned to election operations, not specific to voter services, admin or information services areas.
  • Maintain an adequate pool of qualified election workers and backup workers for Early Voting and Election Day.
  • Manage election worker applications, qualifications, availability, assignments, training history, attendance, and required records.
  • Identify and develop high-performing election workers for leadership positions, including Clerks and Assistant Clerks.
  • Monitor staffing levels, cancellations, attendance, performance, and retention and proactively address identified concerns.
  • Coordinate with Human Resources and Outreach regarding election worker onboarding, payroll, recruitment, and related workforce needs.

Election Worker Training and Online Portal

  • Manage the election worker training program, including curriculum, schedules, locations, instructors, online training, and classroom delivery.
  • Develop and maintain position-
  • specific training materials, manuals, presentations, quick-reference materials, exercises, videos, and assessments.
  • Ensure training reflects current election laws, office procedures, accessibility requirements, voter service expectations, and lessons learned from previous elections.
  • Serve as a lead trainer and prepare permanent and seasonal staff to deliver accurate and consistent election worker training.
  • Monitor training registration, attendance, completion, assessments, and overall election worker preparedness.
  • Serve as the primary operational administrator and business owner of the election worker online portal, including worker profiles, availability, assignments, training, resources, and communications.
  • Evaluate training and portal effectiveness and coordinate improvements with staff, Information Technology, and vendors as appropriate.

Early Voting, Election Day and Polling Location Readiness

  • Develop staffing requirements using historical and anticipated turnout, election type, location activity, and other relevant information.
  • Assign election workers to appropriate positions and locations and maintain adequate backup staffing plans.
  • Monitor staffing throughout Early Voting and Election Day and coordinate replacement workers as necessary.
  • Communicate operational instructions and location-specific information to Clerks, Assistant Clerks, and election workers.
  • Support year-round readiness of Early Voting sites and Election Day polling locations, including site visits, accessibility, voter flow, parking, signage, and facility information.
  • Assist with Election Day command center operations and resolve and document assigned election worker and polling location issues.
  • Coordinate with Logistics and other departments regarding materials, equipment, transportation, polling location changes, and other operational requirements.

Performance, Readiness and Continuous Improvement

  • Maintain assigned election programs in a state of year-round readiness for scheduled, municipal, special, and countywide elections.
  • Conduct post-election reviews using worker performance, staffing, training, incident, survey, and operational data to identify trends and opportunities for improvement.
  • Develop and maintain meaningful performance measures for election worker recruitment, training, retention, preparedness, and performance.
  • Track lessons learned, recurring issues, and corrective actions through completion.
  • Update procedures, checklists, forms, training materials, workflows, and contingency plans based on operational experience.
  • Research election practices, training methods, technology, and operational improvements used by other election offices.
  • Monitor changes in election laws, rules, and procedures affecting assigned responsibilities and maintain appropriate records and documentation.

Typical Qualifications

Qualifications

(A comparable combination of education, training, and experience may be considered in lieu of the minimum qualifications.)

  • Must be a registered voter in the State of Florida.
  • Must possess and maintain a valid Florida driver's license.
  • Ability to lift and carry election materials and supplies weighing up to 50 pounds.

Education and Experience 

  • Bachelor's degree preferred.
  • At least three years of progressively responsible experience in operations, project management, workforce management, training, public administration, elections, or a related field preferred.
  • Experience supervising employees, seasonal or temporary workers, volunteers, or large teams preferred.
  • Experience developing or delivering employee or adult-learning training programs preferred.
  • Experience managing complex projects involving multiple responsibilities, deadlines, and stakeholders preferred.
  • Election or government experience preferred but not required.
  • A comparable combination of education, training, management experience, and demonstrated operational ability may be considered.

  • Ability to learn and maintain a working knowledge of federal and Florida election laws, administrative rules, and election procedures.
  • Ability to supervise seasonal staff and effectively manage large numbers of election workers and simultaneous assignments.
  • Ability to learn and administer election worker management, scheduling, online training, and workforce management systems.
  • Ability to manage sensitive and confidential information appropriately and maintain political neutrality.
  • Ability to lift and carry election materials and supplies weighing up to 50 pounds.

  • Workload and schedule increase significantly during election cycles and require management of competing priorities and statutory deadlines.
  • Must be willing and able to work extended hours, including early mornings, evenings, weekends, and holidays, sometimes with little advance notice.
  • Must maintain the highest standards of professionalism, political neutrality, accuracy, confidentiality, accountability, and public service.
  • Must respond effectively to unexpected staffing and operational issues during active elections.
  • Flexibility to perform other assigned duties as necessary to meet the needs of the office.
