Position Overview
The Harris County Tax Assessor-Collector & Voter Registrar’s Office is seeking a dynamic, driven Election Services Manager to lead the planning, coordination, and execution of election services for the jurisdictions it supports. This role ensures compliance with applicable laws while delivering accurate, timely, and high-quality voter registration and election support services.

This position manages a team responsible for entity election coordination, jurisdictional boundary mapping, and verification of required documentation. The Election Services Manager serves as a key point of contact for entities, ensuring clear communication, strong relationships, and effective service delivery.

About the Tax Assessor-Collector & Voter Registrar
The Harris County Tax Assessor-Collector & Voter Registrar’s Office is essential for ensuring the proper administration of tax laws and providing vital services to the community. The office plays a key role in local government, handling various financial and administrative tasks, including:


  • Property Tax Collection: Assess and collect property taxes for all eligible commercial and residential property owners and entities. Calculate property taxes based on appraised values and ensure collection and distribution to the appropriate entities.
  • Motor Vehicle Services: Manage commercial and residential vehicle registration, issue license plates, and handle vehicle title transfers, including the collection of associated fees.
  • Voter Registration: Oversee voter registration within the county, issue voter registration certificates, and maintain an accurate voter registration roll.
    Additional Revenue Collection: Collecting certain fees, fines, and revenues related to permits or state mandates, depending on the county’s needs.

Requirements

Education and Experience:

  • Bachelor's Degree from an accredited college/university 

OR

  • A minimum of four (4) years of professional experience in election administration, voter registration, or other closely related fields.
  • Prior experience related to, or knowledge of, elections and voter registration laws, procedures, practices, documentation, and equipment.
  • Two (2) years of managing large projects with teams of at least four (4) staff members



Knowledge, Skills, and Abilities:

  • Proven ability to lead, mentor, and supervise teams by setting priorities, assigning tasks, developing staff skills, and fostering a collaborative, high-performance environment.
  • Strong verbal and written communication skills, with the ability to build effective relationships with internal teams, external partners, and stakeholders.
  • Expertise in planning, coordinating, and managing multiple projects and deadlines in a fast-paced, compliance-driven environment, with clear communication of progress and status.
  • Strong problem-solving skills, including analyzing issues and recommending effective solutions.
  • Exceptional attention to detail and commitment to accuracy.
  • Knowledge of election laws, voter registration processes, and election administration practices.
  • Knowledge of jurisdictional boundaries, precincts, and redistricting principles.

General Information

Working Hours:

  • This is a full-time position. Days of work are Monday-Friday. Hours may vary based on business needs of the department.
  • This position is considered essential elections personnel and is subject to being held over or working extra shifts as needed during elections seasons.

Work Environment:
  • This position is based in an office environment, where the use of standard office equipment such as computers, phones, scanners, and filing cabinets is routine.
