POSITION GENERAL SUMMARY:
Elections Specialists are key personnel that work to ensure a safe and secure elections throughout the year. Specialists perform a wide variety of tasks related to the election process, including administering elections programs, systems, and related personnel, assisting in training seasonal election personnel, performing detailed data entry, confirming that work is done accurately and on a timely basis, and performing related work as required. The position works under general warehouse supervision to carry out work assignments in accordance with instructions, policies, procedures, and Idaho Code. The position reports to the Election Supervisor within the Ada County Clerk/Auditor/Recorder's Administration.

DISTINGUISHING FEATURES:
The employee works under general supervision to carry out work assignments in accordance with instructions, policies, procedures, and Idaho Code, and must exercise judgment in the application of prescribed procedures and methods to routine matters. The work requires broad working knowledge of the Elections procedures system in order to perform the more complex functions of the job to be able to accomplish the work of the office independently.

Essential Functions

  • Maintains, organizes, and prepares the warehouse for elections to include organization, preparation, and packing of early voting and precinct supplies;
  • Prepares voting equipment for each election, ensuring appropriate quality control measures are in place to protect the integrity of the election process; Assists with programming and testing of all voting equipment in the warehouse and at voting locations;
  • Manages the delivery and pick-up of election equipment, materials, and supplies to polling places throughout the County;
  • Work with team members to ensure the successful completion of all elections;
  • Supervises and directs the work of temporary and/or seasonal warehouse workers during high workload and peak election times;
  • Applies the provisions of the Idaho Code to the conduct of elections in a fair and open manner;
  • Answers in-person, phone, and online inquiries according to established departmental policy and Idaho Code governing elections;
  • Manages ongoing warehouse inventory, working within an Inventory Management System to ensure accurate deployment of equipment and adequate election materials are on hand at all times;
  • Maintaining records retention and destruction schedule as it pertains to Idaho Code;
  • Reviews accounts, reports, and other documents for completeness, accuracy, and conformity with established procedures and Idaho Code as they pertain to elections;
  • Files documents and answers questions regarding the work of the office; 
  • Engage with Ada County Voters to ensure they have the ability to exercise their right to vote, including voter registration, absentee requests, and general questions regarding voting in Idaho.

ADDITIONAL FUNCTIONS:

Job Requirements

  • High school diploma or equivalent; 
  • Good knowledge of English grammar, spelling and punctuation;
  • Good knowledge of general office equipment and filing systems; 
  • General knowledge of elections;
  • General knowledge of office routines and telephone etiquette;
  • General knowledge of data base entry and proofing data entry and documents;
  • General knowledge of warehouse operations;
  • Skill in time and task management; 
  • Skill in data entry; 
  • Skill in written and verbal communications;
  • Ability to use standard office equipment such as computers, scanners, and printers, as well as specialized tools and devices used in election administration;
  • Ability to ask questions for clarification and immediately bring mistakes to the Supervisor’s attention; 
  • Ability to learn a multitude of processes and manage them in accordance with Idaho Statutes;
  • Ability to work with processes ranging from the very specific requiring attention to minute detail to vague requirements requiring mature judgment and input from co-workers, the Election Director and the Election Supervisor.
  • Ability to maintain confidentiality;
  • Knowledge of personnel management and training/instruction in programs and processes preferred.

OTHER REQUIREMENTS:
  • Must possess and maintain a valid driver’s license;
  • Must be able to successfully pass a criminal background investigation;
  • Incumbents may be required to provide their own transportation for travel between various county offices and departments;
  • Working hours are generally from 8:00 a.m. to 5:00 p.m., Monday through Friday, but may vary with the needs of the County. During elections time (generally two times a year) will include some evening and/or weekend work, including overtime.  In the event of serious systems problems, additional hours may be required.

Work Environment & Physical Demands

  • Work is performed onsite at the Ada County Elections Office, Elections Warehouse, and on-location at county voting sites.
  • Work is performed primarily in a warehouse environment and the employee in this class is subject to inside environmental conditions;
  • Local travel between various county offices and county voting sites is required;
  • The incumbent will be required to repeatedly lift up to 40 lbs.;
  • Requires working in limited access spaces and hard to reach areas;
  • Requires the use of specialized election processing equipment, such as ballot tabulators, scanners, or verification systems; 
  • Requires sitting, standing, lifting, bending, stooping, and kneeling;
  • Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general warehouse environment to accomplish tasks.
