General Description of Duties

Under direction, this position is primarily responsible for performing specialized technical and administrative support work in the recruitment and selection functions of assigned County department(s).  

Essential Job Functions

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification.   • Plans, organizes, and coordinates full-cycle recruitment activities; collaborates with hiring authorities and interview panels to define position requirements, selection criteria, timelines, and recruitment strategies; provides guidance on advertisement methods and outreach approaches.
  • Creates and manages job postings; reviews and screens applications; coordinates and schedules interviews, assessments, and skills testing; creates evaluation tools including keyed answer sheets and Performance-Based Interview (PBI) questions; participates in and facilitates interviews and interview panels. 
  • Administers and maintains the applicant tracking system (NeoGov) and onboarding processes; ensures accurate data and file management; creates and maintains eligibility lists; refers qualified candidates to hiring departments.
  • Coordinates pre-employment processes including polygraph examinations, drug screenings, medical and psychological evaluations; tracks and communicates results and candidate status updates.
  • Prepares offer letters and all pre-employment documentation; ensures timely and compliant processing of all applicants.
  • Conducts comprehensive background investigations, including but not limited to employment and education verifications, local records checks, and motor vehicle record (MVR) reviews. 
  • Serves as a primary point of contact for applicants by providing information on job opportunities and guiding them through the hiring process.
  • Maintains recruitment records in compliance with Florida Statues, including preparation for offsite storage.
  • Delivers group presentations on recruitment guidelines and procedures, interview committee responsibilities and best practices, selection procedures, development of interview questions/skills tests and writing exercises, and equal opportunity guidelines.
  • Supports job fair preparation and represents the County at recruitment events as needed.
  • Compiles and delivers monthly recruiting reports and provides data-driven insights to the Human Resources and Risk Management Director.
  • Responds to applicant inquiries promptly and professionally, both verbally and in writing.
  • Coordinates applicant Veterans’ Preference and ADA accommodation processes to ensure compliance with applicable laws and policies.
  • Promotes the County as an employer of choice by enhancing recruitment visibility, building candidate relationships, and fostering a positive candidate experience.
  • Participates in administrative meetings, professional development opportunities, and relevant seminars.
  • Maintains effective communication and working relationships with coworkers, management, departments, and the public; serves as a liaison across internal and external stakeholders.
  • This position is designated as Tier 2; incumbents are required to report to work as directed during County emergencies or disaster situations.  
  • Performs duties as assigned/necessary which are related, or logical in assignment to the position.

Minimum Qualifications

Education: Bachelor’s Degree in Business Administration, Human Resources, Public Administration, or closely related field. 

Experience: Two (2) years of current or recent experience performing at the level outlined in the essential job functions. An equivalent combination of experience, education, and/or training may be considered.

Miscellaneous:
  • Must successfully complete Criminal Justice Information System (CJIS) training within thirty (30) days of employment. 
  • Must possess and maintain a valid Florida Driver’s License.

Knowledge, Skills and Abilities

  • Considerable knowledge of the structure, functions, and operations of the assigned County department(s), or the ability to quickly acquire such knowledge.
  • Knowledge of all applicable federal, state, and local laws, rules, and regulations governing recruitment and employment practices. 
  • Considerable knowledge of County personnel and recruitment related policies and procedures.
  • Knowledge of principles, procedures, and best practices in recruitment and selection.
  • Ability to communicate effectively both verbally and in writing.
  • Demonstrated proficiency in word process, spreadsheet, and related software applications.
  • Ability to operate standard office equipment including computers, printers, copiers, telephone systems, facsimile machines, and other business machines.
  • Ability to manage multiple recruitment processes and priorities simultaneously.
  • Ability to maintain confidentiality and handle sensitive information with discretion.
  • Ability to read, interpret, update, and maintain various records and files; working knowledge of administrative support functions such as records management, data analysis, reports preparation, and document review.

Physical Demand Requirements:

Physical Demand: Light

  • 20 pounds maximum lifting.
  • Rare lifting, carrying up to 10 pounds. 
  • If less lifting involved will require significant walking/standing.
  • If mostly sitting is involved will require push/pull on arm or leg controls. 
  • Expressing or exchanging ideas by spoken word or perceiving sound by ear. 
  • Good eyesight for production or safety of self and others.
  • Physical agility is required in kneeling, bending, stooping, and reaching. 
  • Required to have clear vision at distances of 20 inches or less.
