CLASSIFICATION: Regular Non-Merit; serves at the discretion of the Elections and Voter Registration Director.

Purpose of Job
Assists the Elections Director in planning, organizing, and administering all federal, state, and local elections in accordance with the Georgia Election Code (O.C.G.A. Title 21) and State Election Board rules. Serves as the second-in-command of the Elections & Voter Registration Department, providing operational and administrative leadership to support the Director and serves as the acting Director in the Director’s absence. This position is responsible for managing the day-to-day operations and logistics of the Elections Office, supervising staff, coordinating intergovernmental activities, and ensuring all election processes are accurate, secure, efficient, and fully compliant with applicable laws and regulations. The Deputy Director plays a central role in maintaining legal and regulatory compliance, sustaining the integrity of the electoral process, and serves in the Director’s capacity when designated or in their absence.

Job Related Requirements

Work Schedule:  Monday - Friday 8:00 - 5:00 with some evenings. Position is expected to work weekends and holidays during elections.

May be required to work after hours, weekends, and on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.

Minimum Training & Experience Required to Perform Essential Job Functions

Bachelor’s degree in political science, public administration, or a related field with four years of election process or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.

Four years of supervisory experience is required.

Must be registered as a Notary Public within six months of hire.

Must be a Certified Georgia Election Official within six months of hire.

Must obtain annual elections continuing education as required by state law.

Must possess a valid driver's license.

Essential Duties, Responsibilities

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Acting Director Responsibilities:
Serves as the designated Acting Director in the absence of the Elections & Voter Registration Director, assuming full operational and administrative authority for the department. Ensures continuity of all election functions and compliance obligations during the Director's absence.

Supervision of Staff:
Makes hiring recommendations to the Director for open positions under their supervision.

Collaborates with the Department Director to conduct employee performance evaluations in accordance with ACCGov policy and provides timely, constructive feedback.

Develops and maintains staff schedules to ensure adequate coverage across all election activities and operational periods.

Initiates and documents disciplinary actions in accordance with personnel policy; coordinates with the Director and Human Resources as appropriate.

Assigns work to staff, monitors progress, and reviews completed work for accuracy and compliance with established standards.

Reviews employee timesheets, payroll submissions, and incident reports for accuracy; initiates follow-up action as needed.

Provides training and ongoing development to staff on election processes, legal requirements, and departmental procedures.

Election Operations and Logistics:
Supervises the recruitment, training, scheduling, and communications with poll managers and poll workers to ensure well-planned logistics and timely, compliant issue resolution.

Oversees ballot preparation, including design, proofing, and production in compliance with state requirements.

Directs the programming, testing, and certification of voting equipment to ensure compliance with Georgia's certification standards.
Supervises polling location logistics, including site coordination, equipment deployment, and supply distribution.

Supports the administration of election night return activities, including vote tabulation and the submission of reports to the Secretary of State. 

Supports canvassing and results certification processes, ensuring accuracy and adherence to statutory deadlines.

Oversees absentee ballot operations, including processing, tracking, and reconciliation.

Develops and maintains operational procedures and checklists for all phases of the election cycle.

Compliance Oversight and Regulatory Monitoring:
Monitors Title 21 of the Georgia Code and all applicable state and federal election law for changes affecting department operations; communicates updates to the Director and staff within 24 hours of release.

Tracks guidance and directives issued by the Georgia Secretary of State's Office and the State 

Election Board; assesses operational impact and coordinates implementation.

Ensures all election-related activities meet statutory deadlines and that internal policies are updated promptly to reflect legal changes.

Oversees Risk-Limiting Audits and other post-election reviews as required by Georgia law.

Prepares and files required compliance reports on or before statutory deadlines; maintains auditable records for the mandated retention period.

Conducts pre- and post-election audits of departmental processes; identifies compliance gaps and implements corrective action within established timeframes.

Investigates and resolves compliance complaints or issues; documents findings and outcomes.

Conducts compliance training for staff, poll workers, and volunteers each election cycle; develops and maintains Standard Operating Procedures for all departmental processes.

Planning and Voter Registration Administration:
Oversees the administration of voter registration processes, including the accurate and timely processing of applications, updates, and cancellations.

Coordinates with other ACCGov staff to ensure alignment of address data, precinct boundary layers, and voter registration systems.

Oversee routine audits of address assignments and street segment records; directs staff to identify and correct errors.

Ensures that changes resulting from redistricting, annexation, or new development are accurately reflected in election systems and that affected voters receive correct ballots.

Maintains documentation of street segment standards, departmental database updates,, and associated standard operating procedure updates.

Supports candidate qualifying activities, including accepting filings and ensuring compliance with qualifying requirements.

Oversees the maintenance of accurate voter registration records in compliance with state and federal retention requirements.

Interdepartmental and Intergovernmental Coordination:
Coordinates election-related activities with other ACCGov departments, including Information Technology, Communications, Budget and Strategic Analysis, Finance, Central Services, and the Attorney's Office.

Supports the Director in communications with the Georgia Secretary of State's Office and other regulatory bodies on operational and compliance matters.

Attends the regular Board of Elections meetings, and supports their activities as needed.

Supports the Director in representing the Elections Department in presentations before the Mayor and Commission as needed. Provides timely information and recommendations to support transparent decision-making.

Community Engagement:
Assists the Director and Department by sharing elections information with the public, making presentations to community groups, supporting voter outreach efforts, promoting understanding of the elections process, and providing timely, accurate information.

Budget and Financial Support:
Assists the Director in developing the annual departmental budget, including projecting election-cycle costs for staffing, equipment, supplies, and contracted services.

Monitors departmental expenditures against budget allocations and flags variances to the Director.

Coordinates procurement of election supplies and equipment; approves purchases and ensures purchasing activities comply with ACCGov procurement policy.

Performs other related duties as required.

Knowledge, Skills and Abilities
Knowledge of the principles, practices and procedures of the Athens-Clarke County Unified Government and the operations and functions of the Board of Elections Department.

Knowledge of all applicable federal, state and municipal laws, legal opinions, and relevant court case decisions associated with the electoral process.

Knowledge of streets, district lines, and voting precincts in Athens-Clarke County.

Knowledge of the policies, procedures, and activities of the Board of Elections.

Knowledge of election geography principles, including precinct management, street segment data, and GIS applications in election administration.

Knowledge of emergency operations planning specific to elections.

Knowledge of software programs and proficiency with computers.

Knowledge of management, human resource management/personnel, and financial practices, policies and procedures as necessary in the completion of daily responsibilities.

Knowledge of the statewide voter registration program, photo ID software, election night reporting software, GIS, and other state and federal software/programs used in the elections industry.

Skill in working with an appointed Board of Elections in their role in oversight of elections conducted within the county. 

Ability to supervise, train, and develop staff effectively; demonstrated experience managing teams in a time-sensitive operational environment.

Ability to compile, organize, prepare, and maintain accurate records, reports, and information in compliance with departmental and governmental requirements.

Ability to interpret and apply complex legal and regulatory requirements to operational processes.

Ability to communicate effectively — verbally and in writing — with supervisors, staff, elected officials, government agencies, and the public.

Ability to exercise independent judgment in routine and non-routine situations, including during active election periods.

Ability to plan, prioritize, and manage multiple concurrent workstreams under firm deadlines.

Ability to perform required mathematical calculations and utilize spreadsheet applications effectively.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a computer, adding machine, typewriter and fax machine.
