Summary of Duties
Oregon Eligibility Partnership (OEP) is a program within ODHS that determines eligibility for people living in Oregon who apply for medical, food, cash and childcare benefits through the ONE eligibility system. OEP plays critical part of the eligibility process that moves beyond integration and equality, to focus on equity of services and providing timely, accurate, and necessary eligibility determinations through a person-centered approach.
Business Information Services (BIS), which is part of OEP, is responsible for ensuring ODHS program and policy integrity in Enterprise IT Projects and in operations and maintenance efforts. The IT Contract Procurement & Compliance Analyst role is critical in managing and overseeing a complex portfolio of contracts that support the ONE IT solution including software licensing, system integrations, IT development and procurement services. This role includes but is not limited to:
Be responsible for making high-impact decisions, leading strategic initiatives across ODHS, and ensuring ONE system functions efficiently to support service delivery models.
Ensure that contracts, interagency agreements and procurement processes align with the OEP strategic objectives.
Develop and evaluating policies for the future of eligibility initiatives.
Focus on operational efficiency and equitable service delivery.
Act as a subject matter expert in contract management, policy development and change management strategies across multiple program areas.
Provide strategic leadership and collaborate with internal teams and external partners to drive innovation, transparency and continuous system improvement.
Influence operational effectiveness, data integrity, and the agency’s ability to provide critical services to Oregonians.
Ensure alignment with agency’s scorecard and overall strategic portfolio, fostering accountability and long-term success.
Conduct regular evaluations of contracts to identify risks, opportunities, and areas for improvement, implementing proactive strategies to mitigate issues.
Conduct financial analysis to track expenditures, manage budgets, identify cost-saving opportunities and ensure accurate reporting and fiscal responsibility through the contract lifecycle.
Minimum Qualifications
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four (4) years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to seven (7) years of experience that typically supports the knowledge and skills for the classification.
Essential Attributes
We are looking for candidates with:
Experience applying statistical analysis methods and tools to interpret data and inform decision making.
Extensive knowledge of IT systems and procedures supporting human service programs, eligibility determination, and service delivery.
Experience navigating ODHS proprietary software such as the integrated ONE (Oregon Eligibility system), CAM (Central Abuse Management system), Oregon Access (Long-Term Care case management system), etc.
Experience in communication strategy and planning, with the ability to convey complex information clearly to diverse audiences
Experience in business process management, policy development, and contract procurement and administration.
Experience in business analysis and project management using BABOK and PMBOK principles and practices. (Business Analysis and Project Management Body of Knowledge)

Working Conditions
The work is primarily conducted 8 a.m. – 5 p.m., Monday – Friday (Pacific Time) with a possibility of a flexible schedule after obtaining approval from a manager.
Additional work hours may be required occasionally, which is accrued as straight time only (this position is not eligible for overtime).
This position is eligible for remote work. Occasionally you may be required to report to an office when training, business or operational needs are dependent on onsite activities.

General working conditions include high stress environment due to a high-volume workload with short time frames.
Priority and scope of projects must be intensely monitored, and frequently adjusted.
