Legislative Policy Analyst

• Serve as one of the Command's senior experts on all legislative affairs involving the U.S. Senate and/or U.S. House of Representatives, including members, and associated staffs.
• Develop and coordinate method of approach with appropriate staff members, committees, and decision makers.
• Analyze complex congressional language in Senate or House bills and committee reports to identify potential impact on the Command’s mission.
• Review draft legislation to determine whether it meets the specifications and is sensitive to the policy questions raised by congressional members.
• Prepare background papers for testimony for the Commander and other senior leaders to potential questions/areas of interest.
• Perform and present technical analyses of complex legislative and regulatory matters regarding USCYBERCOM programs.

Conditions of employment

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Three year trial/probationary period may be required.
• The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
• This position is a testing designated position (TDP). The incumbent of this position must agree to submit urinalysis testing on a recurring basis. The incumbent is required to sign a DA Form 5019.
• The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
• Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 10% of the time.
• The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.

To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.

Specialized experience would be demonstrated by providing technical analysis and advice on complex legislative policy; developing and implementing strategic organizational legislative policies and procedures; preparing reports, congressional testimonies, and/or correspondence to aid congressional decision-making; monitoring and researching a wide variety of congressional activities to provide findings to senior leadership; developing and maintaining relationships with congressional members and their staff to advance legislative priorities.
