Assists the Elections Administrator in the daily operations of the unit. Responsible for the various data file transfers (voter registration, absentee ballot tracking data, election voting history data, and synchronization process) to the State's voter registration system (TEAM). Ensures security procedures and tracking of equipment is complete and accurate. Acts as point of contact for election voting system, electronic poll book and absentee electronic ballot transmission vendors. Serves as the department’s point of contact for all Public Information Requests.
Duties and Responsibilities:
Under general supervision of the Elections Administrator collects election voting history data and synchronization process to the State's voter registration system (TEAM)
Complies with the mandates of the Texas Election Code to post daily to the Secretary of States TEAM system. As an offline county – must export the daily work product for the overnight processing of the voter registration information and then import the file in the morning
Provides technical and detailed analysis and reports using our proprietary software
Processes data from election results and voter registration files into standardized and Customer defined reports using Crystal Reports.
In an active election – provides mandated reports to the Secretary of State for posting per the Texas Election Code on a daily basis
In an active election – assists and provides support to the by mail process
Researches and produces FOIA reports for all election and voter registration reports
Creates elections reports used for press and Web display
Provides reports to managers and supervisors as required
Provides requested reports from other legal agencies
Maintains a high degree of confidentiality on all sensitive information
Performs other related duties as assigned
Minimum Qualifications:
Graduation from an accredited college or university with a Bachelor's Degree in Business Administration, Public Administration or Political Science or closely related field and three (3) years project management or professional administrative experience; or an equivalent combination of education and experience
Knowledge of project administration and of the Texas Election Code
Must have skill in operating personal computer, office software, custom software and basic office equipment; skill in performing critical thinking; skill in performing complex problem solving; skill in performing mathematical and statistical calculations; skill in conducting system analysis; skill in conducting quality assurance testing; skill in recording and maintaining information in written or electronic form; skill in compiling, categorizing, calculating, auditing, or verifying information or data.
Ability to perform mathematical, graphic and statistical analysis; ability to identify and recognize problems and formulate solutions; ability to present data in a clear concise manner; ability to arrange things or actions in a certain order or pattern according to a specific rule or set of rules; ability to add, subtract, multiply, or divide quickly and correctly; ability to communicate effectively orally and in writing; ability to establish and maintain effective working relationships; ability to present information to small and large groups.
Must secure and maintain a favorable background investigation and clearance
Must clear a pre-employment physical and a pre-employment drug screen test
May be required to work more than 40 hours during the workweek
