Job Overview
The Project Manager will lead the development and procurement process for a large-scale automated licensing system replacement, overseeing RFP development, vendor evaluation, contract negotiations, and award. This role will coordinate stakeholders, subject matter experts, legal teams, and vendors while ensuring the project complies with applicable procurement requirements, policies, procedures, and project management standards.
Job Duties
- Develop, control, and maintain a comprehensive project management plan and schedule covering RFP development, vendor bid management, proposal evaluation, negotiations, and contract award.
- Lead the development of a comprehensive RFP documenting business, functional, technical, licensing, and enhancement requirements for a replacement automated licensing system.
- Ensure RFP development and submission comply with applicable Commonwealth management directives, procurement rules, IT policies, procedures, and security requirements.
- Gather, analyze, and document business and program requirements from subject matter experts, stakeholders, and organizational leadership.
- Facilitate regularly scheduled meetings with subject matter experts, key stakeholders, legal counsel, and other project participants.
- Maintain project documentation, meeting notes, action items, decision logs, and other project records throughout the procurement lifecycle.
- Research and document best practices from other states and recommend relevant enhancements and capabilities for consideration in the RFP.
- Define and document system and data security requirements in accordance with organizational policies, Commonwealth requirements, industry standards, and security best practices.
- Develop Service Level Agreements (SLAs), licensing requirements, security requirements, and other contractual instruments for inclusion in the RFP.
- Collaborate with legal counsel and stakeholders to develop SLAs and other contractual requirements for turn-key point-of-sale business processes.
- Develop and maintain vendor response evaluation criteria, scoring methodologies, and evaluation metrics.
- Assist with the evaluation of vendor proposals to ensure responses satisfy mandatory requirements and established business and technical specifications.
- Coordinate the compilation and response to vendor questions throughout the RFP process.
- Support vendor demonstrations, proposal evaluations, scoring, negotiations, and contract award activities.
- Provide consultation and recommendations regarding vendor scoring, selection, negotiations, and final contract award.
- Serve as the project advocate throughout the RFP procurement and vendor selection process.
- Work independently to manage project deliverables, timelines, documentation, and stakeholder coordination.
Job Requirements
- 10+ years of experience in Project Management.
- 5+ years of experience drafting Service Level Agreements (SLAs).
- 5+ years of experience gathering requirements.
- 3+ years of experience preparing Requests for Proposal (RFPs).
- 1+ year of experience in Technical Writing.
- PMP Certification is highly desired.
