Position Summary

Performs a wide variety of duties and tasks related to the administration of elections. Other duties include clerical functions involving preparation, maintenance, and implementation of property taxation functions and records.  This position also assists the public at the service counter and performs related work as assigned or required.

Essential Duties and Responsibilities

Election Responsibilities

  • Serves as an Election Administrator with the Auditor-Treasurer to provide materials to county staff, city clerks, school districts, officials, law enforcement, the Secretary of State, city and county attorneys, voters, and other states and counties and interprets and Implements election laws, regulations, and legislative changes as needed. 
  • Administers election services. Completes annual and special election pre-election, Election Day, and post-election services and tasks.  Provides instruction and training to municipal clerks, election judges, and those assisting in the election process, including use of precinct ballot counters, electronic poll books and assistive voting devices. Works with vendors for ballot preparations, ensuring proper candidate rotations and placement of Federal, State and local candidates on the ballot. Implements absentee, mail balloting and early voting. Orders and prepares supplies for Election activities in accordance with election laws and grant requirements.  Proofs all ballots and tests the media using test decks and spreadsheets in accordance with statute; audits test results to check for errors, making corrections if needed, to produce test results for audit by the MN Secretary of State’s Office or Court in case of court action or recount; and documents all efforts regarding testing, auditing and troubleshooting. Administers Absentee Ballot Board. 
  • Maintains and updates election and voter registration systems, resolves issues, and verifies accuracy of changes and updates. Inputs relevant information into the computer for accurate statistical reports. Assists with redistricting activities.
  • Answers phone calls and in-person voter questions and directs them to appropriate information. Prepares, provides, and maintains information for the public regarding elections and voter registration procedures, including status information, resolving election issues, and presenting statistical information.
  • Manages and coordinates temporary election staff scheduling based on workload.
  • Reviews, reconciles, and codes Election invoices.
  • Participates in statewide election work groups.
  • Maintains and updates election related County web pages.
Other Responsibilities/General Office Support
  • Develops and maintains drainage assessment records and data in the county's property tax system. Prepares and implements annual assessment. Identifies required data and work in conjunction with other departments and agencies to create and maintain drainage spreadsheets and systems. Identifies, collects, and audits data elements and spreadsheets. Ensures accurate input of data into systems. Determines when drainage benefits require changes and makes any changes when land is split or combined into new parcels. 
  • Assists with coordination of mailing processes, including creation of accurate and timely notices, publications, and mailings as required by state law. 
  • Serves as a resource person for property tax issues and collections.
  • Assists in performing special assessment projects in the tax system, amortizes and collects payments, notifies landowners and taxpayers of assessment amounts and payment options.
  • Serves as a backup in performing financial reporting, reconciles cash drawers, makes adjusting entries, prepares bank confirmations and account balance verifications, manages the debt register, uploads ACH batches, and processes wires.
  • Serves as a backup in performing various financial and tax reports for bonding companies and taxing jurisdictions.
  • Performs customer service by responding to internal and external inquiries and requests for information.
  • Operates all office machines, greets the public, answers phone calls, responds to emails.
  • Serves on committees as assigned.
  • Attends training and maintains knowledge of relevant procedures, laws and regulations.
  • Other duties as assigned or apparent.

Qualifications

Education: 

  • Bachelor’s degree in business, accounting, or related field plus a minimum of (1) year experience; OR
  • Associate’s degree in business, accounting, or related field plus a minimum of (2) two years related experience; OR
  • High school diploma/GED equivalent diploma plus a minimum of (5) years related experience in a business environment.

Requirements:
  • Must possess a valid driver’s license and be able to drive in the state of Minnesota.
     

Knowledge, Skills and Abilities

  • Knowledge and skill in clerical and accounting functions, Microsoft Office Suite, and computer database operation.
  • Knowledge of Minnesota election, drainage, and property tax laws, policies and procedures.
  • Ability to interpret a variety of instructions furnished in written or oral forms.
  • Excellent oral and written communication skills.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to work under limited supervision with general autonomy in determining how objectives are achieved.
  • Ability to use considerable analytical ability to select, evaluate and interpret data from several sources; interpretation of guidelines, policies and procedures is required.
Position is a Grade 7 with an entry hourly wage range of $28.43 to $31.87, DOQ.
