We are seeking an experienced Recruitment & Selection HR Strategist to lead and administer the full-cycle recruitment and selection process for assigned divisions and departments. This role is responsible for ensuring that hiring practices are efficient, compliant, data-driven, and aligned with organizational workforce needs.

The ideal candidate brings strong expertise in recruitment operations, structured selection processes, and candidate evaluation, along with the ability to guide hiring managers through consistent and effective hiring practices.

Essential Functions

What You’ll Do

You will take ownership of the full recruitment lifecycle, ensuring the organization attracts top talent and makes confident, data-informed hiring decisions.

Recruitment Strategy & Workforce Planning
  • Partner with leadership to understand current and future hiring needs
  • Design and implement targeted recruitment strategies aligned with organizational goals
  • Utilize talent pipelines and workforce trends
Talent Sourcing & Attraction
  • Develop compelling job postings and select the most effective advertising channels
  • Proactively source candidates through multiple platforms and outreach strategies
  • Represent the organization at job fairs and recruitment events to attract diverse talent
Selection Process Leadership
  • Lead and guide the full selection process from application review to final decision
  • Collaborate with hiring managers to define required skills, competencies, and evaluation criteria
  • Advise managers on candidate evaluation, interview techniques, and selection decisions
Hiring & Offer Management
  • Manage offer processes, including salary discussions and negotiations when appropriate
  • Oversee background checks and pre-employment requirements
  • Ensure a smooth and professional candidate experience from offer to onboarding
Recruitment Analytics & Systems
  • Serve as a subject matter expert for the Applicant Tracking System (ATS)
  • Monitor recruitment metrics, analyze trends, and recommend improvements
  • Generate reports on vacancies, hiring activity, and time-to-fill
Strategic HR Partnership
  • Provide expert guidance on recruitment policies, compensation considerations, and hiring practices
  • Support managers in building strong teams through effective hiring decisions
  • Contribute to initiatives that improve recruitment efficiency, candidate experience, and retention
What You Bring
  • Bachelor’s degree or equivalent experience
  • At least 2 years of experience in recruitment, talent acquisition, or HR (or 4 years additional experience in lieu of a degree)
  • Strong understanding of recruitment strategies, sourcing techniques, and structured selection processes
  • Confidence advising hiring managers and influencing hiring decisions
  • Excellent communication, organization, and problem-solving skills

Preferred:

  • SHRM-CP or SHRM-SCP certification
  • Experience with Applicant Tracking Systems and recruitment analytics

  • Salary offers above the minimum pay grade may be considered based on qualifications. 
  • Essential Employees may be required to work during an undeclared or declared emergency.  The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
