About the Position

The City of Las Vegas invites applications for Human Resources Administrator for our Recruitment and Selection team. This position will administer, coordinate, maintain and oversee a comprehensive human resources function, such as employee and labor relations, employee benefits, recruitment and employment services, organizational development, or other support programs such as performance management, leave management, employee well-being, human resources training or federal compliance programs. Provide leadership in both the design and implementation of new programs, and in the analysis and enhancement of existing programs to ensure they meet city and employee needs, comply with all legal requirements and are cost effective. Provide responsible and confidential professional, technical, analytical and administrative support to the assigned Human Resources Manager, the Director, Human Resources, and the City Manager’s Office.

Supervision Received and Exercised
 
Receives direction from higher-level management.
 
Act as a formal supervisor, exercising direct supervision, including participating in selecting new employees, monitoring and formally evaluating employee performance, and participating in the discipline and termination of employees.

Example of Duties

Essential Functions:

  1. Depending on assignment, may oversee, administer, plan and coordinate the management, maintenance and implementation of the city’s human resources programs such as employee and labor relations, employee benefits, recruitment and employment services, organizational development, performance management, leave management, employee well-being, employee training, or federal compliance programs; participate in program strategic planning. 
  2. Act as first-line supervisor over designated staff within a department, including interviewing and selecting job applicants, training and cross-training, overseeing work, and establishing and evaluating appropriate performance standards in accordance with department objectives.
  3. Develop and revise program policies, standards and procedures; monitor activities to ensure consistency and conformance to such standards and procedures; ensure activities adhere to applicable city policies, procedures, practices, collective bargaining agreements, federal and state laws, and other applicable rules and regulations.
  4. Function as advisor and secretary for various internal program oversight committees.
  5. May initiate or participate in various internal and external audits.  Report audit findings and make recommendations as appropriate.
  6. Audit and interpret data to recognize areas of potential concern; bring unfavorable trends to the attention of management.
  7. Provide technical expertise and advice to, and communicate with, city staff at all levels, including the City Manager's Office, department directors, division managers and individual employees.
  8. Maintain close contact with other division staff to coordinate actions.
  9. Maintain data in the Oracle HRMS system.
  10. Maintain detailed and accurate records of all activities; conduct surveys and research; compile and analyze data; and produce statistics and reports as requested.
  11. Establish and maintain effective working relationships with local and regional human resources staff of other government agencies; respond to other agencies' surveys and requests for information when possible.
  12. Respond to public inquiries in a courteous manner; provide information within the area of assignment; provide data and information in response to employee, public and media inquiries handled through the Office of Communications and City Manager's Office.
  13. Monitor legislation related to assigned program; evaluate effect on city policies and practices; recommend revision to policies, procedures and practices if necessary.
  14. Stay abreast of developments in the area of expertise.
  15. Create and distribute requests for proposal (RFP) as needed; coordinate and document the selection process; negotiate favorable terms and conditions; coordinate City Council approval process.
  16. Conduct investigations of employee complaints, disciplinary actions and grievances and recommend corrective actions or responses.
  17. Participate in negotiations with bargaining unit representatives where appropriate; provide data used in collective bargaining negotiations.
  18. Oversees, coordinates, promotes, and evaluates Human Resources training programs.
Marginal Functions:
  1. Stay abreast of current trends and innovations in the field related to assigned program.
  2. Participate in training employees and management in assigned area of responsibility.
  3. Assist in other core human resources areas as needed.
  4. Perform related duties and responsibilities as required.

Minimum Requirements

Experience:
 
Four years of experience in the area of assignment.
 
Training:
 
Bachelors degree from an accredited college or university with major in human resources, business administration, public administration, or a field related to the area of assignment.
 
A combination of formal education and directly related work experience may substitute for the degree. The city assesses 1.5 years of fulltime experience as equivalent to one year of education.
 
License or Certificate
 
Professional certification in the area of assignment is desirable.
