Policy Analyst – Human Resources Department

Under administrative direction, is responsible for planning and administering a specific policy analysis in the Human Resources Department. Serves as the administrative supervisor on policy projects or programs. Plans, assigns, supervises, and reviews activities of subordinate personnel. Monitors the project or program's operating budget and assists in the annual preparation of same. Designs, implements, and monitors procedures utilized in program evaluation. Develops and secures commitments from other City departments and agencies to provide services to program participants. Provides technical assistance or reviews program policies and procedures. Maintains current information and oversees the preparation of project status reports. Prepares financial and narrative reports and program applications. Communicates project/program status and information to municipal officials and/or public and private entities. May supervise employees assigned to the respective project. Perform other related duties as required by the Director of Human Resources.

Minimum Qualifications

Bachelor's Degree from an accredited four-year college or university in Business or Public Administration, Social Sciences, or closely related field preferred.  Two (2) years of any equivalent combination of education, training and experience in program administration required.  Must be able to lift and carry thirty (30) pounds.  Valid State of Ohio Driver's License required.

Summary/Objective
Incumbent researches, develops, evaluates, and modernizes employment policies, procedures, and compensation structures to ensure legal compliance and efficiency. Analyzes workforce data, such as turnover and salary surveys, to recommend improvements, update manuals/ handbooks, and advise departments on policy matters under the direction of the Director of Human Resources.
 
Essential Job Functions

  • Policy Development: Assist with the research, draft, and update City policies, procedures, and handbooks in compliance with federal, state, and local laws.
  • Data Analysis: Collect, analyze, and report on human resources metrics to identify trends and inform strategic decisions.
  • Compliance & Research: Monitor employment and labor legislation and conduct audits to ensure organizational adherence to regulations.
  • Compensation & Benefits Analysis: Conduct salary surveys, classification studies, job evaluations, and analysis on positions and pay structures.
  • Advisement: Advise departments and employees on policy interpretation, and human resources procedures.
  • Training: Train employees on policy and procedures.

Preferred Skills/Abilities

  • Bachelor’s Degree in Human Resources, Business Administration, Industrial Psychology, or Organizational Management. 
  • 5 or more years of related experience. 
  • Public sector, especially municipal government experience.
  • SHRM-CP or SHRM-SCP certified.
  • Certification in human resources or project management.
  • Excellent verbal and written communication skills. 
  • Excellent prioritization skill, organizational skills and attention to detail.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Ability to function well in a high-paced and at times stressful environment.
  • Proficient in English grammar, punctuation and spelling.
  • Proficient in business formats and writing.
  • Proficient with Microsoft Office Suite including SharePoint with the ability to learn new or updated software.
