What you will do: 

As a Senior Tax Policy Analyst, you will help shape how South Carolina tax laws are interpreted, applied, and communicated. Working within our Tax Policy Services Division, you’ll research complex issues, develop advisory guidance, and contribute to legislation that impacts taxpayers and professionals across the state.

Primary job duties include: 

• Researching and drafting formal and informal tax advisory opinions for internal and external stakeholders 
• Analyzing complex state and federal tax laws and recommending uniform interpretations and enforcement approaches 
• Consulting with taxpayers, tax professionals, and agency leadership regarding proposed advisory opinions and technical interpretations 
• Writing and editing legislative summaries, technical publications, and comprehensive tax manuals 
• Conducting public conferences and participating in technical tax training, seminars, and stakeholder meetings 
• Providing formal and informal guidance on proposed and enacted legislation to agency leadership, other state agencies, and tax professionals 
• Researching, developing, and drafting legislation and regulations, including written and oral analysis of proposed tax policy changes 
• Evaluating tax developments in other states and at the federal level and recommending improvements to South Carolina tax law 

• A bachelor’s degree and relevant program management experience
  • Academic degrees must be from an accredited institution of higher learning
• Note: A writing sample is required

• A juris doctor (J.D.) and two years of relevant program experience in tax, accounting, law, policy, or research 
• A juris doctor (J.D.) with an LLM in taxation and relevant program experience in tax, accounting, law, policy, or research
• An active Certified Public Accountant (CPA) license and two years of relevant program experience in tax, accounting, law, policy, or research
• A bachelor’s degree and four years of relevant program experience in tax, accounting, law, policy, or research

• Hours: Flexible hours may be available from 7:00 a.m. – 6:00 p.m., Monday – Friday (37.5 hours per week). This position may involve excess hours beyond normal working hours.
• Telework schedule: This position may be eligible to work remotely up to two days per week after one year of employment with SCDOR.
